In Gate of Europe, Plokhy claims that one of the reasons some form of Union State or USSR 2.0 didn't form in the 1990's is that Ukraine refused to join. Without Ukraine, Orthodox Slavs would've been outnumbered by Muslims which Russian leaders couldn't accept.
