The fact that Russia is so dependent upon military technology made in Ukraine is the scariest part — it’s a huge incentive for Russia to invade. What if Ukraine destroyed the factories as a strategy? It’s an interesting perspective. Also interesting to think that a military invasion might put an exclamation point on Ukraine’s long overdue divorce from Russia.

As he looked into the abyss, President Petar Stoyanov decided against taking the plunge and appointed me as his advisor in January 1997. I immediately prescribed a currency board system to put an end to Bulgaria’s malady, something I had laid out for Bulgaria back in 1991 (Steve H. Hanke and Kurt Schuler, Teeth for the Bulgarian Lev: A Currency Board Solution. Washington, D.C.: International Freedom Foundation, 1991.).
Bulgaria installed a currency board in July 1997. The lev was backed 100% by German marks and traded freely at a fixed rate of 1000 leva to 1 mark. Inflation and interest rates fell like stones. The economy stabilized, and the Bulgarians learned that, even though stability might not be everything, everything is nothing without stability. Discipline at last.
Yes, the main feature of a currency board is the fiscal and financial discipline that it provides. No more running to the central bank for a fiscal bailout. A currency board ties the hands of those meddlesome monetary authorities. And forget the silly theoretical and obscure arguments made by economists who don’t embrace fixed exchange rates. A currency board regime is all about discipline.

The Post Soviet vs Western Perspective
From an Estonian friend:
My understanding of politics is greatly helped by 2 things that I have been lucky enough to experience:
1. Life in Soviet Union.
2. Experiencing social & political revolution first hand (Estonian Singing Revolution).From first I learned how boldly state can lie and that people in power can resort to anything to stay in power. Also, of course I learned about the utter disaster that is socialism (it’s so bad, it’s not even funny). And while I do not want to conflate Soviet Union with Russia or Russian culture, there is way too many similarities between the leadership, TV and mentality in SU and current Russian Federation.
From second I learned what societal change looks like. It is something hard to describe, it is a time of chaos, of hope, of crazy events and uncertain future. Not something you want to live in permanently but still an exiting time to be around. And I hope this has given me some understanding of political events in other places and times.
This gives me (and others with similar fate) some edge over Westerners and also Western libertarians who don’t have that experience (not all of them of course). Some of them don’t recognize revolution from street protest and they also don’t seem to have any immunization against Soviet lies and propaganda. I hope this might explain some strange attitudes and claims from people who I presumed think in similar ways to me…

When members of Ukraine’s newly-appointed government walked into their offices just over a month ago, on top of a military invasion, a looming economic collapse and other external challenges, they discovered the mess in their own back yard is almost as massive a problem.
Most of the civil service turned out to be completely dysfunctional, highly corrupt and disruptive, turning every step and every decision almost into an act of heroism.
“We have worked for just 34 days, but we feel as if we have worked for more than two years,” Ostap Semerak, minister of the Cabinet, told a room full of investors at the Dragon conference on April 2. Semerak’s job is to coordinate the work of the government and its staffing policies.
The government has made a decision to dismiss 10 percent of civil servants, or 24,000 people. However, some ministers confess in private that it would probably be fair to keep 10 percent of the existing staff, but they cannot do this because they are constrained by legislation and potential lawsuits that would drain time and energy.

Crimea is “historically Russian” and in the recent “referendum result”, Russia’s “compatriots” on the peninsular gave an “overwhelming majority” for “reunification” with Russia. The “large Russian ethnic minorities” in the Baltic states may have similar sympathies, writes Edward Lucas for the Lithuania Tribune.
Without realising it, many Westerners writing about the grim news of the past few weeks have adopted the Kremlin’s terminology. This skews their reporting, their readers’ understanding, and (quite possibly) the course of future events.
For a start, nobody should accept the idea of “Russian-speaker” as a political label. I am a Russian-speaker, as are many (though sadly not all) foreigners who deal professionally with Russia. Most people over 40 in the former Soviet empire speak at least some Russian. In some countries (Ukraine is an example), educated people of all ages know the language. But none of these “Russian-speaker” categories means any particular political affiliation, let alone pro-Kremlin sympathies.
Ukraine detains 12 riot police for ‘mass murder’
Twelve members of Ukraine’s disbanded ‘Berkut’ riot police have been detained on suspicion of shooting peaceful participants in Kiev’s months-long anti-government protests.
More than 100 people were killed, most by police snipers, on the streets of the capital in the run-up to the ouster of Viktor Yanukovich on February 21st and the ‘Berkut’ force have largely been considered responsible.
“By this morning 12 people had been detained, all of them suspected of mass murder on Institutska Street,” a spokesman for Ukraine’s general prosecutor said today.

The word “Federalization” has become poison in Ukraine, since Russian FM Sergey Lavrov insisted Ukraine do so immediately.
Local autonomy is the most European thing Ukraine can do, but it’s a bad idea while the Russian military is massed on the border, and Russian sponsored provocateurs are murdering pro-Ukrainian activists.
Let the population arm itself first. No one should ever negotiate with Russians unless they’re heavily armed. (See the Budapest Memorandum, Treaty of Pereyaslav, Catherine’s guarantee that feudalism wouldn’t be imposed after the Kozaks disbanded, Moscow’s promises to the Ukrainian Communist Party, etc, etc, etc.)
