Lviv Mayor’s Plan for Local Autonomy

“Lviv Mayor Andriy Sadovy on his page in Facebook unveiled a specific quick decisions to be taken in the near future in the field of local government. According to officials, ” this is no fantasy and dreams , and accurate execution of the commitments by Ukraine , which we assume have signed the European Charter of Local Self-Government .”

1. Pass under the authority of local governments to police for Public Safety ( PPP and precinct ) and the traffic police. ( The events of recent months have clearly demonstrated a need ).

2. Pass under the authority of local governments Inspection derzharhbudkontrolyu . ( In 2009, the city took the opportunity to control the construction of new facilities on its territory. General This is absurd !)

3. Leave in local budgets 50% corporate income tax . ( This will allow cities to decide where to direct the funds not beat them through government programs ).

4. Transfer functions of control over the protection of the historical heritage of the local authorities. (Today Lviv denied the opportunity of such control. The dead trees and fallen leaves near Chernobyl aren’t decaying

It’s been nearly 30 years since the catastrophe at Chernobyl, and as the cleanup grinds on, the far-reaching effects continue to be documented. Birds with smaller brains, increasing spiders, decreasing butterflies, all these and more have been reported from the areas surrounding Chernobyl. One group you don’t hear very much about are the decomposers — those bugs, microbes, fungi, and slime molds who nourish themselves by consuming the remains of dead organisms. Without these recyclers, carbon, nitrogen, and other elements essential to life would be locked in plant corpses.

The effects of radioactive contamination on the decay of plant material remains unknown… until now. Scientists examining the forests around Chernobyl have found that radioactive contamination has reduced the rate of litter mass loss. The dead leaves on the forest floor, along with the dead pine trees in the infamous Red Forest, don’t seem to be decaying — even a couple decades after the incident.

“Apart from a few ants, the dead tree trunks were largely unscathed when we first encountered them,” study researcher Timothy Mousseau of the University of South Carolina tells Smithsonian. “It was striking, given that in the forests where I live, a fallen tree is mostly sawdust after a decade of lying on the ground.”

BREAKING NEWS Russian troops are storming a Ukrainian military base

BREAKING NEWS Russian troops are storming a Ukrainian military base in Simferopol, and one Ukrainian soldier has been wounded in the attack, Interfax-Ukraine news agency reports. It quoted an officer at the military topography and navigation center as saying that its commander has been captured and the rest of the troops have barricaded themselves in on the first floor of a building at the base.

Regarding that story, two possibilities:

1. Svoboda are trying to show how tough they are and regain the standing the lost in these protests. (The protests are largely a ship that sailed without them, and they’ve even embarrassed themselves by getting caught in lies exaggerating their activity: http://romaninukraine.com/wounded-maidan-protesters-vs-svoboda-party/.)

2. These are Russian sponsored provocateurs.

I hadn’t heard of this guy or this incident before until an American colleague asked me about them, so I just checked with a friend (thanks, Andriy!). It seems nobody is giving it much attention b/c the guy was corrupted thief who would have eventually been fired anyway.
