Ukrainian Prime Minister Arseniy Yatseniuk said reforms aimed at the decentralization of the country’s administration will be conducted in the country and all changes will be outlined in the new edition of the Ukrainian Constitution.

“Regarding the expansion of the powers of the regions. We have introduced a special position of deputy prime minister in the government, whose main task will be the decentralization of the administration. This large-scale reform will be conducted while preserving the unity of Ukraine, which will give the regions, cities, and districts broad powers and funding needed for the development of the regions,” he said in his address to the residents of the southern and eastern regions of Ukraine.

“This will primarily affect healthcare and the housing and utilities sector. Municipal police will be created. Local specifics will be taken into account in issues relating to education, culture, history, and its heroes,” Yatseniuk said.

“The parliamentary and presidential form of governance, to which we have returned, will make it possible to take into account the interests of all regions, instead of forcing the will of one region against other regions. Next year, you will elect mayors and local councils with broader powers, and these councils will form executive committees, which will run the regions instead of people appointed from Kyiv,” he said.

“All changes associated with the decentralization of the administration will be reflected in the new Constitution. We should write the Constitution together,” Yatseniuk said.

Turkey Warns Russia it Will Blockade Bosphorus if Violence Occurs

According to diplomatic sources, Turkey has threatened Russia with a blockade of the Bosphorus Strait.

The threat to close the Bosphorus to Russia comes from a report by Hvylya, citing a Turkish diplomatic source. According to the source, Turkish Prime Minister Tayyip Erdogan yesterday spoke with Russian President Vladimir Putin on the phone and warned of the consequences for conflict with Ukraine. The Hvylya source was also reported on by UNIAN.

Concerns were also raised about the possible threat to ethnic Crimean Tatars in the region, citing recent murders and communications with Tatar leadership. Erdogan’s call to Putin warned that if Russia invades Ukraine, and so-called ‘Crimean self-defense’ forces engage in violence against the Tatar minority, Turkey will be forced to close passage into the Black Sea to Russian ships.

While the sea-port of Sevastopol has been lauded for its strategic importance as the only warm water port in the Black Sea Russia controls, restriction to it would be a self-made prison. Russian activity in the eastern basin of the Mediterranean is dependent on this passage to Crimea, and restriction would cut off arms shipments between Russia and the Syrian port in Tartus, as as well as lucrative arms deals with Egypt. As Amatzia Baram of Haaretz writes, “for Russian President Vladimir Putin, the Sevastopol port is indirectly the key to Syria and perhaps to Egypt and the entire Mediterranean in the future.”

Equipment snatched from journalists in Crimea passes to Russia’s FSB

Phones, cameras and tablets of the journalists from Ukraine, Norway and Poland that were snatched at the Crimean Commissariat in Simferopol have been passed to Russia’s FSB. The journalists were told about this by the self-proclaimed representatives of the Crimean army.

“Your equipment is there – talk to Moscow,” reporters were told on Monday.

This type of thing NEVER happened in the pro-Ukraine protests. They were all open to the world. It is only the Russian’s who need to work in secret.

Crimean Tartar Reshat Ametov Tortured, Murdered after Attempting to Join Ukrainian Army

The video reportedly shows Ametov passing through a line of pro-Russia “self-defense” forces in front of the Crimean Council of Ministers building on Simferopol’s Lenin Square, where the protest was held. Ametov then approaches a group of armed men wearing green military fatigues, after which two men in unmarked uniforms lead him away.

Local media have reported that when discovered near the Bilohirsk district village of Zemlyanychne, Ametov’s body showed signs of a violent death, with his head bound with tape and his legs shackled.

Former Top Putin Advisor Sounds The Alarm: Putin Has Already Declared War On Kiev

Andrei Illarionov, formerly Vladimir Putin’s top economic advisor (and personal envoy to the G8) , has warned in an interview with Ukrainian television that Putin has already declared war on Kiev. Putin’s war is being conducted by Russian Spetsnaz (special operations) forces and KGB (now called FSB) agents and is aimed at toppling the pro-Western government in Kiev. The Spetsnaz forces’ orders include the sowing of civil unrest throughout Ukraine via strikes, demonstrations, staged incidents, and street battles. Putin’s subversive forces will also gin up neo-Nazi incidents with Nazi regalia and Swastikas on full display. Their orders include as well the deliberate killing of Russian soldiers and of ethnic Russian civilians to prove the hatred and extremism of radical Ukrainian nationalists. These orders come from Putin himself. Their goal is to create an image of intolerable chaos and loss of civil authority to justify a Russian takeover of all Ukraine. Putin’s goal is the destruction of pro-Western authority in Ukraine, the total humiliation of the West, and a makeover of the geopolitical balance.
